This Handbook represents initial good practice guidance and resources to help PCTs to review current decision-making processes about the funding of medicines with cooperation from Provider Trusts and other stakeholders.

This guide outlines an updated fitness for purpose framework for APCs which replaces the version published in 2007. It can be used to help establish an APC where one does not exist, help APCs in abeyance to review and restate their role, or help to identify where improvements to functioning APCs might be made. It can also be used to help existing APCs review their processes in line with the requirements of the NHS Constitution and associated guidance.
Payment by Results and medicines
This document describes Payment by Results (PbR) and especially how funding arrangements for medicines operates within and outside the PbR system. It is intended as an introductory guide for clinicians and managers involved in commissioning, service redesign and day to day delivery of patient care, to ensure that funding arrangements for medicines are considered. Consistent, robust arrangements are required to ensure high quality, timely patient care and equity in resource allocation.
